我在微软的主页上下载了个EN_WINCE_EMBDVTOOLS30，不知他有什么功能？开发WinCE还需要什么工具？

恭喜恭喜！你已经有了学习WinCE的基本工具。
在Win2K下解压，然后选择disk1路径下的setup.exe运行。
出现四项安装选择，第一个eMbedded Visual Tools 3.0一定要选，然后再选择一个PC下的模拟平台，可以选择最后一项POCKET PC，当然如果你的硬盘足够可以都选。
安装结束后，有两个WinCE开发包（EVC30和EVB30）和一个模拟平台可以运行。
你可以选择你熟悉的语言（VB或VC）进行WinCE下的程序程序开发。
选择正确的编译选项，然后就可以在PC平台下进行WinCE下的应用程序开发和调试了。
如果你有WinCE的硬件设备，在编译时选择相应的选项，则代码可以直接DOWN到硬件设备上调试运行。

我的PPC只支持串口，下载到目标硬件调太慢！痛苦！只能先仿真。

使用MFC是非常慢的

你最好再找个目标机进行实际调试，程序仿真和实际的目标平台还是有差别的。

Overview
The Device Emulator contains the emulator technologies featured in Windows CE .NET 4.1. By using the Device Emulator, you can run emulated-based images created by Windows CE .NET Platform Builder 4.1 without installing the developer tools.

How to Use:

Click Start > All Programs > Microsoft Windows CE .NET 4.1 > Device Emulator.


Choose the Emulation Project Kit that you want to install. By default, one Emulation Project Kit is available. If you download additional Emulation Project Kits, those kits will also be listed here
