PCI的几个问题？

我在调试一块pci网卡，此卡是别人做的。但我在收发数据时出现如下错误：
1，the target did not assert DEVSEL_B
2,the target asserted STOP_B,and executed targer abort termination.
3,Data transfer terminated due to the termination of the retry timer.
4,Data transfer terminated due to the termination of the TRDY timer.
请问该怎么办，
注：网卡为ATM网卡，芯片UPD98405自带PCI总线，所以没有PCI接口芯片。
