不支持热交换的卡如何处理BD＿SEL和HEALTHY信号？

用9052做了一块CPCI的卡，用的是和桌面PCI同样的电路，设计时是把BD＿SEL＃和HEALTHY＃信号悬空的，现在插上以后找不到卡，1　觉得可能是这两个信号出了问题，由于9052不支持热交换，所以没有相应的引脚，请问一般应当怎样处理这两个信号？

这是CPCI热插拔规范上一一段话，我理解可能是要板上应该上拉的吧？
“Systems implementing hardware connection control connect
BD_SEL# radially to a Hot Swap Controller (HSC). The controller
terminates the signal with a weak pulldown. The controller can
detect board present when the pullup on the board overrides the
pulldown. The HSC can then control the power up process by
driving BD_SEL# low.”
