usb_control/bulk_msg:timeout?? HW or SW issue?

I have one Logitech Quickcam4000 Pro and want to push it work under linux.
Software:
kernel 2.4.20
pwc8.10
pwcx-8.2.2-i386.o
new video for linux 2 patch
kdb2.5 support for 2.4.20
xawtv 3.82

Host Controller:
VIA UHCI USB(rev 1a)

Webcam:
Logitech QuickCam4000 Pro

Issue:
QuickCam400 Pro is detected and registered correctly.But as starting \"xawtv\", it reported that \"
no video grabber device available\". It is a file open issue. I dmesg kernel message to file and found following
usb_control/bulk_msg:timeout
Failed to set LED on/off time
usb_control/bulk_msg:timeout
Failed to set video mode QSIF@10 fps; return code = -110
\"
Is there anyone who have experience on such issue
BTW:/proc/bus/usb does not exist, how to eable it. \"mount -t usbdevfs none /proc/bus/usb\" just not work.

Note:
My kernel is compiled with SMP support. But according to kernel msg dumped, it most likely has nothing to do with SMP.
I tried both usb-uhci.o and uhci.o, neither worked. I think I should work on uhci.o since it is a VIA host.
